Hi there, welcome to the site
That particular JPM machine runs in MFME v2 or later, not JPemu.
It's all to do with the technology of the particular machine you see. JPemu runs JPM games on Impact technology only. MFME v2 runs JPM games on Impact, System 5, System 80, MPS and so on, as well as loads of others for other manufacturers.
Try it in MFME v2 and see how you get on. If you're stuck, come back for some more help.

In addition to Steves answer it may also help if when you click a download you follow the tree (as in the Pic below) as in that example Play it Again runs in mfme 2.1/3.1.
If you load a layout in the wrong Emulator its also an idea to re-unzip as occassionally the layout may become currupt.

If you can get a game to load into MFME V3 you can resize the screen by dragging the corner of the emu to the desired size
