you need to check the red wire - that's the red wire... And make sure it hasn't come dettached from the flux capacitor by spinning it length wise across the blue wire. Hope this helps

Is it plugged in?
Is the fuse in the plug the correct colour?
A blue fuse with silver ends doesn't work too well, due to the harmonic reaction caused by numerous stepper motors turning at the same time...
The machine would simply bail out and not appear to be working.
Better find yourself a brown fuse with tinged green ends; This will allow an exact 50hz ripple through the flux capacitor, thus enabling all steppers to sync, thus allowing a complete reset across the mainboard.
Ignore the post about the red wire becoming detached, this wouldn't affect the machines ability to light up and work; It's just there to stabilize the 555 timer in the coin mech, should someone happen to stick a banana in the coin slot.
If none of the above works or helps, then I am afraid I cannot help you, because fruit machines scare me!

Thank you for all the offers of help, and anal rape!
When we first got the machine it turned on, started test mode, span the reels the started flashing 23.
We checked all the wires to try and see if anything was missing, played with the tiny coloured switches and tried again. Now it doesnt spin the reels, flashes 69 intermittently and making a noise like a speaker popping around every 15 seconds.
So far it hasn't made any other noise.
Let me know if you have any questions or if I should just take a baseball bat to it
Thanks
