That is a Scam it will make you fill out all your details and your credit card details aswell and they will process them through a system and take money out of your bank and choose your numbers for you and you hardly win anyways and its just a SCAM!!
i had one of them a few months back

It's not a scam. I'm bound to have won on a lottery I've never heard of or bought a ticket for.....

like getting posts from who you don't know or getting rung up by some people who you don't know saying " YOU ARE OUR LUCKY WINNER, YOU HAVE WON A PRIZE ".
I just put the phone down me if i get anything like that and if I got a letter through post about anything like that i just rip it up
one of the best things to do then you ain't giving the person or company or whatever is doing the SCAMS your money!

I agree with the things you have said their Liverpool their are tons and tons of Scams across the Internet these days and which come through the Post and Phone aswell... they only need your card details and boom your money from your bank will soon go down like water goes through a hole of a bucket...
