I'm pretty sure you should never manually move a mechanism that rotates from gogs and a motor.

I work in the CCTV trade and pan/tilt/zoom cameras, those that move about, have a motor andcogs/belts that do the moving. The motors tend to be very stiff and if the camera is manually moved, it can damage the motor, and damage the teeth in any cog that drives the camera's movement.

Do you hear a noise when you collect money but nothing comes out? This could point to teeth in the mechanism being broken off.

If you hear nothing, you may well have damaged the motor.

I know a camera is different to a hopper mechanism, but all things driven with motors/cogs/belts are easily damaged from manual or forced movement.

follow the wiring from the hopper down to where it connects to the pc and check that its plugged in properly.

It's fine to manually move the disk in a compact hopper. They are designed for it, to aid clearing jams and cleaning.
