To update everyone, the board was cleaned as suggested and dried over the weekend. When put back in and switched on a few lights came on on the machine but it is still not working, however noticed that one of the fuses has now blown so I need to replace that once I get out to the local shops. I will try again hopefully later today.

I am now at a loss, this has been cleaned with vinegar, left to dry, fuse replaced that needed it and still will not power up. Any suggestions please. Do I need a new board and if so where can I get one from.

static could of caused the game card to fail
or the motherboard has had it i would keep an eye out on ebay for a cheap IMPACT motherboard and if that fails your game card may need replacing or reprogramming

Eproms are unaffected by static.
They do however occasionally fail as you say cardie.
