Broadband speed issues

I am currently getting very very low speeds. I get nearly 7000 kbps around 7 am in the morning and by 10 am the speeds have dropped drastically. Here are my speed test results from yesterday:
07:15 am 6975 kpbs
11:00 am 8.6 kbps
12:00 am 8.2 kbps
13:33 pm 3.70 kpbs
14:25 pm 14.1 kbps
Typically after 5pm I have been getting between 4 and 11 kbps. This has been going a few weeks. I have contacted my ISP and I was asked a few basic things like checking the wire and changing the broadband filter, I was also asked if I was using a anti virus. I was asked to give 6 speed readings took at different times of the day. The last test I was asked to perform was a test under CMD - it was a tracert test. I was told to do a test 3 times and a engineer would call back - that was 2 days ago and they still haven't called back, I ended up calling them yesterday to chase up the engineer and was promised a call back yeasterday and still nothing.
I am currently with Pipex/Tiscali and I can get up to 8 meg from my exchange (across the road from me).
I am using a Belkin Wireless router so other pc's in the house can use the internet, my Belikin has a password on it that other users in the house have to type in to access the net.
At the moment I am ver fraustrated and peed off - I am paying for always on broadband and I am getting a lot less then dial up speed - I do not expect full speed all the time but I am sure that I should get more than 3.7 kbps.
Has any one got any Ideas what the problem might be.
I am looking at moving to sky if I can sort the speed out with Pipex/Tiscali.
I am not a heavy broadband user but I do have 4 PC's connected to the net after 6pm. I have not had any speed issues with my current ISP before until this happened, they said that they are aware of speed problems affecting a lot of their customers and at the moment they don't seem to be in a hurry to sort it out.

Where are you downloading from? or is this from a speedtest site such as Speedtest.net - The Global Broadband Speed Test
If you're using things like Torrents, it may be because the person you're downloading from is getting hammered or shares their upload speeds acoss multiple users.
When I changed to 10MB I got 1.4MBps which was nice, but haven't had it since lol
You have to remember internet traffic, but it shouldn't slow broadband down that much.
I know a few people have had problems with lines dropping from Wireless, but again that would lose connection not speed.
Try running a simple test of disconnecting and reconnecting, or linking a wired connection see if this makes a difference?
I know some companies (though they do NOT admit it) throttle speeds from always on connections, so it's best to disconnect and reconnect sometimes.

Ring pipex and ask why your being throttled and if they dont fix move Elsewhere..

I am not using p2p, this is just normal surfing. When things get really bad I have to wait for over 5 mins to just to open a web page like this one. The 6975 kbps was taking from speedtest.net, but the speeds get so bad that when I try to run the speed test on speedtest.net later in the day I am waiting for over 30 mins and still no result, so I have to use the speed tester on DSL connect Uk (DSLConnect UK - Speedtest) this is Tiscali's own speed tester and that can take 17 mins to load on a bad day.
What do you mean by disconnecting and reconnecting the connection? If you mean turning the router off and on then I have done that.
I tried connecting using Pipex's speed touch modem the other day and I got 2 meg for a min or so and when I ran a speed test again it was back to around 50 odd kbps.
I will test the speed touch modem again today and see what happens, I will run some speed tests and compare the results over the next 24 hours.

I tried to down load a layout off here a little while ago - it was around 1.70 MB and it was going to take over 30 mins to download - the speed I was getting was around 744 bytes.
The only over thing I can think of doing it to format my pc and see what happens - the only thing that is stopping me doing this is that windows updates could take an age to do with my current speeds.

I am already in contact with Pipex (via India lol) and I am still waiting for a response. I am reluctant to keep phoning them - I have already spend £8 - £10 in calls to them over a few days (have to use mobile because of an hearing problem). I will have to phone them Monday (don't think they are open at weekend. I have already contacted customer services during the week and told them I wanted to cancel my account, they mentioned that I was wainting for an engineer to call and could I wait to see what happened with that, I said that I will probably be calling for my MAC code as I doubt that they would be able to solve the issue as so many customers are having the same problem and I acused them of speed thottling as why would my speed be fine for a few hours in the early morning and then gradually get worse as they day goes on and then after 5 pm the internet is no go.

I think probably some backbone servers have fallen over, it's the same on Demon, and Orange, and a few others according to folks in IRC.
Jaks, whereabouts are you in the country? As all the ones I know affected are broadly speaking from the Humber up to the Tyne.

I am in East Anglia, on the coast near Great Yarnouth.
My last speed test done at 11:04am was 9.10kbps (speed test done at DSLConnect UK - Speedtest).
I am now getting ready to format my PC, just backing up a few bits. I am going to check out the router, will probably write down my settings and completly reset my router to factory settings and start again. I know I am grasping at straws but it so fraustrating so I have try something.
My last speed test done at 11:04am was 9.10kbps (speed test done at DSLConnect UK - Speedtest).

Haven't formated my pc yet, don't think I am going to bother. I moved my PC to a diffrenet position (opposite wall facing outside). The PC was rewired and the router was turned off for around 20 mins. I decided to do a speed test to see what the speed is before formating and I got this. This a result that I can live with lol. I will keep an eye on the speed over the next few hours and see if it drops out again.
