Hi Gordon. I also have a Flashback by Impulse!
I have a pdf copy of the Epoch manual which will be of use. Iirc correctly I found a link to a site with manuals to download from DAD's FME site which is linked to from this site. If you can't find it, I'll email you the pdf file.
My reels work perfectly, bar some issues with reel lamping which may actually be a fault on the reel driver board. If you want to go into more detail I can take pictures/post descriptions of the reel driver board in my machine so you can compare yours to see that things are connected up correctly. A layout diagram showing a map of leads+connections is provided in the Epoch manual as well.
Epoch Reel driver boards will pop up on Ebay fairly frequently and there will be a couple of technically minded members on here who will have these in stock. Possibly.
When you switch on the machine with service (front glass) door open, the reels should stay unlit, but will align themselves to the three Impulse symbols. At the first the reels judder about somewhat, then get into line.
Cheers,
JG
