I assume it's a Bell Fruit / QPS or Mazooma machine?
Error 17 does suggest an issue with the hopper, however I'm pretty sure you'd also get that error if the hopper were empty, if the opto failed, or if the hopper / opto were improperly connected to the mainboard.
Any chance of some more info (machine name / manufacturer) / and ideally some pics showing the hopper?

error 17 is deffo a hopper fault and most likely blocked/jammed with £1 coins.
1, remove hopper from machine by pulling lock pin upwards and sliding the hopper tray out.
2, remove hopper top cover on hopper
3, turn hopper upside down to remove all contents of coins (£1 coins)
4, check the rotating £1 bowl to make sure it rotates by hand and remove any offending £1 coin.
5, once coin and bowl rotate freely then put cover back on then slot hopper back into position
hope this helps
