Normally you'd find that on an 8Mbit connection (typically a 600>800kb/s download speed) that the upload would be set to anywhere from 256>512Kbits (typically 25>50kb/s).
As for it getting slow the past couple of days - is the connection shared with any other computers? Are you running any software which may make a large impact (say Bittorrent or other file-sharing programs?)
Check on the router and if you are the only user but you see other people connected, kick them off and change (or enable) your WEP settings.

id try updating your wifi card drivers goto device manager and click on network connections to see what your wificard is then goto there website and download the latest drivers for your device.
also try checking your windows firewall to see if its blocking the connection then check the firewall status on your router.
also as a last resort try resetting your router there should be a little hole on your router with the word reset above/below it get a pin/pencil or pen and push it into the little hole then setup your router again.
or try uninstalling the home hub software from your laptop restarting the laptop then reinstalling the homehub software.
or check your laptop for viruses/trojans/spyware/malware or adware. search google for the best scan software, i use adaware and avg and this seems to keep mine under control.
