You need to extract the files once downloaded. Winrar is a good free download to assist you with this.

ok sorry that doesn't work as the only files i get to download end up as (index.php) the size is about 130kb not the several mb that is listed for the machines. i have several emulators including JPeMU & MFME v9.4 that i have got elsewhere and still cant open or download any machines from here.

You are probs right-clicking the link and save as, which will not work.

Go to the actual download you require, look at the top right to make sure you are signed in, left click the download link, save to a convenient place.

You also need to make sure you are using the correct version of the emulator.

v3.x will work with basically everything mpu4, scorp2, and earlier, but if the layout is an mpu5 / scorp4 type, you need v10.x, however though v10.x will basically play all games, it does NOT have the auto resize or auto speed control options, so bear this in mind, and you may need to manually change your screen size to at least 1280 x 1024, and set the speed manually to something like 150000 which is what I use

Switch off your download accelerator those things should have been ditched with modems.
