Would it make sense to have the tutorial topics link always accessible somewhere near the top of the home page to stop new members asking silly questions to us oldies like, "how do i play" etc to stop unnecessary posts with only 1 reply?

If you view the site in the basic skin you actually can see a tab as you suggest thunder.
