Just to clarify things, MFME drives an PAC Drive output low to enable the hopper motor, and expects coin output signals from the hopper to appear as keystrokes from an IPAC, each key decrements the payout count and when it reaches 0 ( or times out if the hopper is empty), it deactivates the hopper motor.
Hoppers can be directly connected to the PAC drive if they have a logic level motor input and the supply is permanently connected. If the hopper doesn't have a logic level motor input the PAC drive output must be connected to either a relay or transistor driver to drive the motor.
Hopper coin outputs usually pulse low when a coin is output and this can be directly connected to an IPAC input. IPAC is also used to connect all your cabinet switches
